Heritage Building Skills High Level Repairs and Summer School 2024

We are seeking expressions of interest from suitably experienced contractors with a strong commitment to training and development to undertake a roofing and masonry repair project at St John the Evangelist Church in Lancaster. The successful contractor will also partner in a heritage building skills training programme in the summer of 2024.

Background

The Churches Conservation Trust (CCT) is the national charity saving historic churches at risk and the operator of the third largest heritage estate in charitable ownership in the UK and has an international award-winning reputation in heritage conservation and regeneration. The CCT has extensive experience in the development and delivery of traditional skills programmes across their estate.

The project is supported by a grant from Historic England (HE) and will offer a once in a lifetime opportunity for around twenty young apprentices at HE’s Heritage Building Skills Summer School in 2024. Over five weeks, trainees will assist with repairs to the roof and tower, learning and developing traditional skills from master craftspeople, helping to tackle the critical shortage in essential skills needed to rescue historic buildings across the country.

The project will focus on urgent repairs necessary to protect the historic fabric of the church. This will allow use of the building to continue, while the CCT, which is also benefitting from generous support from the National Lottery and others, develops plans for a long-term viable use with a view to further repairs and adaptations in coming years.

The Contract

The repair works include reroofing the slate roof to the nave and aisle and renewing the lead to the parapet gutters and apse roof. High level masonry repairs and repointing will also be undertaken. See the drawings below for more details.

The Summer School element of the project must be delivered over a five-week period between the middle of July and end of August 2024. Trainees and apprentices will be hosted at St John’s to develop heritage craft skills through a programme of high-quality training delivered by the main contractor and sub-contractors on-site. An additional programme of off-site workshops, talks, and visits to other heritage projects in Lancaster and surrounding district, organised jointly by CCT and HE will run alongside the repair works.

The estimated contract value is £400,000 - £500,000.

Procurement Route

Procurement will be via a two-stage process with an initial pre-qualification questionnaire to identify suitably experienced contractors, followed by an invitation to tender to shortlisted companies. The main contractor must be CITB registered and committed to partner in the Summer School in July-August 2024. The contract will be awarded on the basis of quality and price. The form of contract for the works will be the Joint Contracts Tribunal Ltd Intermediate Building Contract 2016 (JCT IC 2016) based upon full Bills of Quantities.
